Due to the demand of preventing flood and ice from the Yellow river, north and south widen areas are built in 70 th in 20 century. As limited by the demand of preventing flood, economy in these two areas developed very slowly. After building Xiaolangdi reservoir, these two areas have no function to prevent flood and ice. Present condition of economy and superiority and inferiority of resources are analysed in this paper, and countermeasures are put forward as well.
