Through study on weight block model and hazards causing rule,hazards-causing agent law has been found,hazards happening laws caused by rain are announced,and demand relation between internal hazards causing agent and hazards causing laws when it is raining is explained in this paper.This law is used in normalized conduction of internal and external agents for causing hazards successfully,which provide theory basis for classifying geological hazards predication degrees.
